Philippine Senate Passes Anti-Torture Law

The Senate of the Philippines has passed a law that bans torture and degrading treatment of prisoners. The law is in accord with the requirements of the UN Convention Against Torture. The Philippines is a signatory to the UN Convention, but until now its national legislation did not reflect its terms.

The Senate’s action comes just one day before the beginning of Torture Awareness Month. Waterboarding is included as a form of torture in the legislation.
